Overview of Proposal

The subject lands currently contain a one-storey building, which houses the Royal Canadian Legion – Branch 424. The proposal seeks to redevelop the property to result in a four-storey mixed-use building. A portion of the first storey is proposed to include the legion facilities and a medical clinic. The remainder of the first storey and the upper three storeys are proposed to include 128 residential units, ranging in size from 1-2 bedrooms. Some of these units are proposed to be barrier free and approximately 33% of the residential units are intended to be offered at affordable or attainable rates.

An Official Plan Amendment Application (OPA-67) has been submitted to redesignate the subject lands from Institutional to Urban Residential. Schedule B2 of the Township’s 2023 Official Plan details land use designations within the Urban Centre of Bala. OPA-67 also seeks to amend Section I4.1.2.3 e) of the Township’s 2023 Official Plan which states that high density residential development shall not exceed 70 units per gross hectare. The proposal seeks to permit a density of approximately 166 units per gross hectare.

Concurrently, a Zoning By-law Amendment Application (ZBA-22/26) has been submitted. The purpose and effect of ZBA-22/26 is to rezone the subject lands from Institutional (I) to Community Residential – Multiple Residential High Density Sewer and Water (RM2), to permit a number of exemptions related to permitted uses, height, density, lot coverage, parking requirements, and other site-specific provisions, and to repeal the existing site-specific by-law (By-law 2017-104).
