In 2022, the Township of Muskoka Lakes adopted the Parks and Recreation Master Plan. This plan provides recommendations in supporting future recreation planning by identifying strategies for service delivery, asset management and directions in recreation and parks.

A key recommendation within identified the completion of an Arena Feasibility Study, where analyses of both the Bala and Port Carling Arenas were conducted in tandem with community engagement and professional consultation in order to outline recommendations on site updates to maintain service levels.

When completed, the Arena Feasibility Study will include a thorough report that will provide recommendations for arena/recreation facilities to meet the needs of the community for the next 25 years.
