How the Budget Process Works
Each year, the Township undergoes a robust process to create an annual budget that delivers the services and programs residents and businesses rely on each day.

Out of all the taxes you pay to the Township of Muskoka Lakes each year, approximately 50% goes to the District of Muskoka, 30% goes towards education, and 20% stays with the Township. This survey is about services provided from that 20%.
Expenses in the municipal budget are broken down into two categories: operating and capital budget.
Operating Budget:
This accounts for the cost of operating day-to-day services in the Township including:
Fire and Emergency services
Township Facilities (e.g. Muskoka Lakes Public Libraries, Arenas, Community Centres and Township Hall)
Recreation programs
Road maintenance
Debt payments and transfers to reserves
Capital Budget:
The capital budget consists of larger investments that make the Township of Muskoka Lakes a great place to live and play today. Examples of capital expenses may include:
Infrastructure development, building and construction projects (e.g. building new roads, sidewalks multi-use paths, bike lanes and bridges)
Park and greenspace improvements
Fleet expansion and maintenance (e.g. purchasing new fire trucks and snow plows)
Service level strategic plans and reports

Capital Assets – infrastructure, land, buildings, machinery, equipment and other items that provide long term benefits to the community.
Capital Budget and Forecast – the Township’s ten year forecasted plan for Capital expenditures and the proposed financing of the projects. The annual capital budget is the first year of this multi-year capital forecast.
Inflation – the estimated impact of reflecting the prior year’s operating budget in current year dollars.
Operating Budget - the annual plan for the purchase and financing of the Township's operations. It includes salaries, materials and supplies.
Reserves/Reserve Funds - reserve and reserve funds are dollars set aside for specific purposes. There are two general types, obligatory (or statutory) reserve funds and discretionary reserve/reserve funds.
